Pasco officials are back at the table with Charter Communications trying to work out a new franchise agreement, five months after Comcast Corp. scrapped a $45 billion merger deal to take over several cable markets in the Northwest. Pasco's agreement with Charter to serve as the city's cable TV provider is set to expire Sept.
