Plains All American names former Oxy exec as new COO

Houston-based Plains All American Pipeline LP appointed Willie Chiang COO and executive vice president of the company's operations and commercial activities on July 13, according to a release from the company. Chiang comes to Plains after serving as executive vice president of operations at Houston's Occidental Petroleum Corp. .
