The years-long effort to bring commuter rail service to Sussex County is apparently down to what to do about a single, small culvert on a private driveway, following the approval given last week by its board of directors for New Jersey Transit to purchase wetlands credits. Those credits are for 3.53 acres of freshwater wetlands along drainage ditches beside the seven miles of the track as well as for a reclassified stream adjacent to where the Andover train station would be built.
