Oregon state environmental regulators fined the city of Portland $25,000 for illegally dumpling chlorinated wastewater into the Columbia Slough last October. Last week, the Oregon Department of Environmental Quality said the fine is related to a 300,000-gallon discharge of chlorinated wastewater into the slow-moving slough, adjacent to the Columbia Wastewater Treatment Plant in North Portland.
