According to the Maryland Department of Agriculture, the proposed regulations, which involve a six-year phase-in, were sent to the AELR Committee of the General Assembly on Friday. Eastern Shore farmers have been up in arms about the tool, saying it will prevent them from using chicken manure as fertilizer, which tends to be high in phosphorus, and harm the state's agriculture industry.
