Quedan system a bane to sugar industry; DTI raises concerns

Trade and Industry Secretary Gregory L. Domingo has raised concern over the competitiveness of the domestic sugar industry as tariff goes down to a mere 5 percent in 2015 even as he cited a study which showed that the country's quedan sharing system has discouraged millers to upgrade their operations thus causing their stagnation.
