Hill: Rep. John Dingell (D-Mich.) said in a letter to President Obama that the update to the Clean Air Act that he himself penned and Congress passed in 1990 isnt suitable for regulating greenhouse gas emissions. It has been said over and over again, by nearly everybody ... that the Clean Air Act as currently constituted and implemented is not the most effective way to regulate greenhouse gases, and legislation to address specifically greenhouse gas emissions is far more preferable. I could not agree...
