The state Public Utilities Commission, still struggling with the aftermath of a fatal explosion in San Bruno caused by PG&E and facing criminal probes that will require sorting through at least 1.6 million documents, is planning to spend up to $5.2 million for its legal defense. The original agreement with Sheppard Mullin obliged the PUC to retain the Palo Alto firm for $49,000.
