This city at the center of the modern computer industry isn't as smart as it would like to be -- or, according to some technologists, as smart as it ought to be. But San Jose officials are working to change that starting this month, adding Internet-connected devices atop city streetlights that can detect everything from earthquakes to traffic jams.
