Red box: IPPR think-tank warns that Scotland could face further A 200m a year cut to help Chancellor balance Britain's books GEORGE Osborne's new spending cuts could cost Scotland A 200 million a year, a think-tank has warned, as Labour urged the Chancellor to "stop his race to cut to the bone" and the Scottish Government demanded immediate help for the beleaguered North Sea oil and gas industry. But the Treasury pointed out how Mr Osborne will use his eighth Budget today to unveil a A 1.5 billion package of additional funding for education in England, which will mean extra money for Edinburgh; estimated to be A 150m on this one issue alone.
