The Hill: Senate Democrats plan to play defense on possible GOP amendments to their nonbinding budget proposal that could thwart greenhouse gas regulations, Sen. Sheldon Whitehouse (D-R.I.) said Friday.
Approving the budget begins a so-called vote-a-rama in which lawmakers tack on a host of measures that would otherwise have a difficult time getting to the floor. That would ostensibly create a chance to force votes on climate change.
