Language buried in a massive Senate transportation funding bill would extend the deadline for railroad implementation of a crucial safety mechanism from the end of 2015 to the end of 2018. Rail safety experts say that if such a system had been in place, it would have prevented the Amtrak derailment in Philadelphia earlier this year and the deadly Metro North crash at Spuyten Duyvil in the Bronx in December 2013.
