Southern California Edison looking to even out residential rate structure

Southern California Edison is looking to revamp its residential rate structure so heavy-usage customers aren't paying more than their fair share and low-usage customers aren't paying too little. “High-usage customers have shouldered most of the new costs since the current rate structure was put in place during the energy crisis, and as a result, they're subsidizing low-usage customers,” said Russ Garwacki, SCE's director of pricing.
