Stafford and SLI scrap outlet mall, but keep mixed use plan going

Stafford Mayor Leonard Scarcella breathed a sigh of relief recently when he discovered that the city wouldn't have to provide Dallas-based Street Level Investments between $20-25 million in incentives. SLI is expected to move forward on a 192-acre mixed-development project at the former Texas Instruments property, at U.S. Hwy.
