The FCCs net neutrality proposal: What does it mean for you, and the internet?

Yesterday morning, the US Federal Communications Commission (FCC) moved forward with a new proposal that is intended to safeguard net neutrality. Other news sources are reporting that this new proposal will allow ISPs to create 'internet fast lanes' for web services (Netflix, etc.) that stump up the extra cash, and thus implicitly creating an internet slow lane for every company that doesn't pay up.
