Tops Markets focuses on small community stores, Walworth's should open in Spring

From a grocery chain, privately owned by Wall Street's Morgan Stanley Equity group, to a locally-owned chain of stores, Tops is thinking "small". "We had a vision six years ago to move our chain to local ownership, and build our stores smaller to fill a desire by the public," said Frank Curci, Tops CEO, President and the largest shareholder.
