It would have directed the state Department of Environmental Quality to study whether Virginia should join the Regional Greenhouse Gas Initiative, which sets limits on emissions from power plants and charges for the right to emit. DEQ would have reported back to the General Assembly on the advantages and disadvantages and the success of other states, Lewis said.
