MONTPELIER >> Rep. Peter Welch, D-Vt., has introduced a bill in the U.S. House that would put $5.1 billion into low-income energy assistance programs over the next five years. Low-Income Home Energy Assistance Program funding would double for Vermont if the legislation is passed.
