The U.S. National Telecommunications and Information Administration will end its formal relationship with the Internet Corporation for Assigned Names and Numbers in late 2015, with ICANN developing a new global governance model, the agency said Friday.

US agrees to cede control of Icann

(Telecompaper) The US government has given into international pressure to cede its control over the internet domain name organisation Icann. The National Telecommunications and Information Administration, part of the US Department of Commerce, said it intends "to transition key internet domain name functions to the global multistakeholder community". It has asked Icann to lead international talks on a new organisational model, to end the NTIA's role in overseeing the global domain name system (DNS). The announcement follows calls from the EU to Brazil that the US reduce its influence over the global internet, especially in light of the revelations of widespread communications surveillance by US intelligence authorities. Under a contract with Icann, the NTIA handles procedures such as administering changes to the authoritative root zone file the database containing the lists of names and addresses of all top-level domains as well as serving as the "historic steward" of the DNS. Icann already has a working group set up that is developing proposals to increase multistakeholder governance of the organisation. The group's final recommendations are expected in May.

EU renews call for less US influence on Icann

(Telecompaper) The European Commission has launched a new call for improved global governance of the internet, reducing the US government's influence on Icann, the main body for controlling web domain names. The EC said the recent revelations of wide-scale surveillance of international communications by the US National Security Agency and other intelligence agencies makes it all the more urgent to ensure "transparent, accountable and inclusive governance" of the internet. The EU made a similar call in 2011 the last time Icann's agreement with the US Department of Commerce came up for renewal. Its latest statement comes as Icann's High-Level Panel on global governance meets this month to discuss proposals for widening the stakeholders involved in managing the internet. The EU backs a multistakeholder approach, under which a rotating group of non-governmental organizations, countries, academics and private sector representatives manage Icann's policies and activities. This would be supported by a commitment to improve the transparency, accountability and inclusiveness of Icann's operations and a set of principles underlining the need to maintain the "open and unfragmented" nature of the internet. After its meeting later this month, Icann's High-Level Panel will release a report for public consideration. At its next meeting in Dubai in May it will consider the feedback and publish a final report with recommendations.

ICANN starts rolling out new generic top-level domains

ICANN has introduced the first new generic top-level domains (gTLDs) to the Internet's root zone, the central database for the Internet's Domain Name System, paving the way for possibly 1,400 new domain names from the current 22. It will take 30 days and some more procedures for people to start accessing the new domains, Internet Corporation for Assigned Names and Numbers said Wednesday.
