Base abandons fixed-line market

(Telecompaper) KPN's Belgian subsidiary Base is abandoning its fixed broadband offer Snow. First launched in February 2013, the service will be ended by the middle of next year, as it has been unable to generate sufficient scale. The company used the Belgacom VDSL network to offer a triple-play package of TV, internet and fixed telephony. The around 35,000 customers will receive an offer to switch to Scarlet before the end of June 2015, when the services will stop. Scarlet offers a free switching service with a similar TV product. Customers with broadband or broadband and fixed telephony will receive the same service and prices. Business customers on the ProNet&Tel plan will also need to switch provider. The ten Base employees involved with the service will be moved to other positions at the operator. Base did not have a regulated access agreement with Belgacom, but struck its own commercial deal. The costs of the fixed product, such as content rights and connection costs, were too high for a challenger on the fixed market, and the government did not ensure a supportive environment for a newcomer, Base said. Base will focus on the mobile market going forward.

EU liberates fixed-line call markets

(Telecompaper) Outgoing EU digital economy commissioner Neelie Kroes has announced that the European Commission will no longer regulate the retail market for access to fixed telephony and the wholesale market for fixed call origination. In addition, the EC will redefine two broadband markets with a view to "limiting regulatory burdens to what is strictly necessary for competitive broadband access and investment". Specifically, the new rules recognise that offering "virtual access products" can be considered substitutes to physical unbundling when they fulfil certain characteristics. In a statement outlining the changes, which are to take effect immediately, the EC confirmed that the new rules were prompted by proof of increased competition in the sector and declining use of traditional fixed-line services. "There has been a decrease in volume of fixed calls as customers have turned to alternative solutions, such as voice-over-IP (VoIP) and mobile calls, but also to alternative providers, like over-the-top (OTT) players," said the EC. Announcing the new rules, Kroes said they would help cut EU red tape by 30 percent without harming competition. "This cut in telecoms red tape is the result of increased competition in telecoms markets and it takes us a step closer to a real Connected Continent," she said.

Algerie Telecom to lose fixed-line monopoly

(Telecompaper) Algerie Telecom is set to lose its monopoly in fixed line services, ICT minister Zorha Derdouri told reporters at a telecom industry meeting on 9 September. "We want to create conditions of real competition by installing one or more other fixed-line operators," she said. Agence Ecofin writes that the minister indicated that more information would be forthcoming "as soon as the question is mature." On the question of new mobile market entrants, she said this was possible, as competition helps improve customer service. The minister singled out state-owned operator Algerie Telecom, which owns the Mobilis wireless service, telling it that further failures to provide good customer service would not be tolerated.
