New COOL Rule Raises Ire of Canadians

Scott Shearer, Bockorny Group, Washington, DC USDA published its final mandatory country-of-origin labeling (COOL) rule to try and come into compliance with the World Trade Organization (WTO) guidelines. The final rule modifies the labeling provisions for muscle cut commodities, requiring the origin designations to include information about where each of the production steps (born, raised, slaughtered) occurred and removes the allowance for commingling of muscle cuts. This final rule is very similar to what USDA proposed in 2003, which met strong resistance from industry and producers and led to the compromise in the 2008 farm bill. The rule goes into effect immediately. This means that producers and companies will have to incur costs for implementation even before the WTO rules whether the new U.S. rule is in compliance. read more

Canada Responds to COOL Rule

Source: Canadian Pork Council   The United States was required to come into compliance by May 23 with its World Trade Organization (WTO) obligations in relation to the WTO dispute on its country-of-origin labeling (COOL) regulations, according to the Canadian Pork Council (CPC). The fact that the United States has not done so exacerbates discrimination against Canadian livestock exports and has denied much needed stability to Canadian hog producers. read more

Reckless COOL Rule Invites Retaliation

Source: American Meat Institute The decision by USDA’s Agricultural Marketing Service to finalize a proposed rule on country-of-origin labeling (COOL) for meat and poultry products with no changes is being called incomprehensible and reckless by the American Meat Institute (AMI). The move was made despite a massive outpouring of concern from affected companies and major trading partners and disregards the potential adverse retaliatory trade responses from Canada and Mexico, the AMI says.   read more
