Samsung pledges no injunctions against rivals

(Telecompaper) Samsung has agreed to not seek injunction against competitors accused of infringement of its standards-essential patents, as part of a proposal to settle the competition investigation by the European Commission. The Commission opened its investigation into Samsung in January 2012, amid concerns Samsung was abusing its dominant position by seeking court injunctions to block sales of rivals' phones. In particular, Samsung was targeting Apple in a case alleging Apple infringed Samsung's patents on technology essential to the UMTS standard. The EC said that seeking an injunction could violate a company's commitment to license standards-essential patents on fair, reasonable and non-discriminatory (FRAND) terms, especially if the other company is willing to enter into a licence agreement on FRAND terms. To address these concerns, Samsung has proposed to commit for a period of five years not to seek any injunctions on the basis of any of its SEPs, present and future, that relate to technologies implemented in smartphones and tablets against any company that agrees to a particular licensing framework. Samsung would be expected to negotiate for up to 12 months with any willing licensee, and if no agreement is reached, a court or abritrator may set the terms of a licence. Samsung's proposals are now open for market comments, after which the EC will decide whether to make the commitments legally binding or continue to competition proceedings against Samsung.

Google pledges to support Chrome on XP into 2015

Google today stuck a finger in Microsoft's eye, telling users of Windows XP that its Chrome browser will support their aged operating system a year longer than will Microsoft's Internet Explorer. "We're extending support for Chrome on Windows XP, and will continue to provide regular updates and security patches until at least April 2015," said Mark Larson, Chrome's director of engineering, on a company blog Wednesday.

Reuters: The operator of Japan's wrecked Fukushima nuclear plant, under fire to put right repeated contamination mishaps, promised on Tuesday to draft in extra workers and improve equipment as part of plans to make the site safe and keep the company solvent. Tokyo Electric Power Company, or Tepco, has been reprimanded twice in as many months by Japan's nuclear regulator for mismanagement in a cleanup operation more than 2 1/2 years after the Fukushima Daiichi plant was struck by an earthquake and tsunami....

BlackBerry pledges customer support in open letter

(Telecompaper) BlackBerry has published an open letter to customers in major newspapers around the world to reassure them the company will continue supporting users of its smartphones. The letter outlines the measures the company is taking to improve its profitability and highlights the strengths of the BlackBerry platform, such as security, productivity and device management. The letter also confirms plans to launch BlackBerry messenger for Android and iOS devices, with around 6 million already pre-registered for the messaging service. BlackBerry did not comment on the ongoing sale process of the company. The letter concludes with an acknowledgement that 'BlackBerry is not for everyone', while stressing the bond with its users developed over the past decade. "you trust your BlackBerry to deliver the most important messages, so trust us when we deliver one of our own: Yo ucan continue to count on us," the company said.
