FAA proposes a $917,000 civil penalty against the Puerto Rico Ports Authority for alleged aircraft rescue and firefighting violations at three of its commercial airports: Rafael Hernandez Airport, Mercedita Airport, and Antonio Rivera Rodriguez Airport.
