FAA proposes $200,000 civil penalty against Detroit's Wayne County Airport Authority (WCAA) for failing to maintain safe airfield conditions during November 2014 storm. This relates to allegations of failing to follow FAA-mandated Snow and Ice Control Plan (SICP). Allegedly, various DTW airfield surfaces became unsafe and WCAA failed to limit air carrier operations to portions of airfield where they could safely occur. WCAA has 30 days from receipt of FAA's enforcement letter to respond.

FAA proposes a $68,000 civil penalty against Unical Aviation Inc. of the City of Industry, CA, for allegedly violating Hazardous Materials Regulations. FAA alleges that on July 21, 2015, Unical knowingly offered undeclared hazardous material shipments to FedEx for transport by air to Lenexa, KS. Shipment contained three Protective Breathing Equipment Units, each of which contained an oxygen generator chemical, which can cause or enhance combustion of other materials.

FAA proposes $1.9 million civil penalty against SkyPan Intl.

FAA announces largest civil penalty it has proposed against a UAS operator for endangering the safety of U.S. airspace. FAA alleges that between March 21, 2012, and Dec. 15, 2014, SkyPan International, Inc. conducted 65 unauthorized operations in some of the most congested airspace and heavily populated cities, violating airspace regulations and various operating rules. Of those, 43 flew in highly restricted New York Class B airspace. These operations were illegal and not without risk.

FAA proposes $114,975 civil penalty against MN Airlines, LLC, doing business as Sun Country Airlines, for allegedly violating federal drug and alcohol testing regulations. FAA alleges that Sun Country failed to conduct pre-employment drug tests and receive verified negative results before hiring or transferring 1 mechanic and 3 flight attendants into safety-sensitive positions. FAA also alleges airline failed to include 1 pilot and 7 aviation screeners in random drug and alcohol testing pool.
