Free boosts fibre service to 1 Gbps, Arcep takes issue

(Telecompaper) French operator Free has raised the peak download and upload speeds of its Freebox Revolution fibre service to 1 Gbps and 200 Mbps at no extra cost. The Iliad subsidiary claims that its 1 Gbps download service is the fastest offered to European consumers to date and that its point-to-point FttH technology is preferable to GPON, chosen by other fibre operators in France, because each subscriber gets a dedicated fast broadband service rather that having to share the line between homes. In addition, Free is offering ADSL2+ and VDSL2 to eligible ADSL subscribers at no extra cost. French telecom regulator Arcep reacted shortly after Free's announcement, denouncing the misleading representation of the operator's service and describing the character of its communication as 'partial and sometimes incorrect'.

Arcep finds no discrimination in Free-Google IP transit

(Telecompaper) French telecom regulator Arcep has closed an IP transit investigation following a complaint by consumer association UFC-Que Choisir that access to Google's YouTube website had degraded for subscribers of ISP Free. The administrative inquiry aimed to clarify the technical and financial conditions for data traffic between Free and Google. Arcep confirmed that interconnection capacity of Free data log-jams at peak times, in a context of rising usage, a phenomenon being experienced by all ISPs. Nevertheless, the authority found no discriminatory behaviour in interconnection and IP data transit between the two companies, and therefore no violation of net neutrality.

Arcep mulls investigation into OBS dominant market position

(Telecompaper) French regulator Arcep is mulling an investigation into the dominant market position of France Telecom's Orange Business Services (OBS). Arcep said that the French business service market was worth EUR 7.4 billion in 2011 and that France Telecom has 65 percent of that market, with SFR Business Team trailing behind with 16.2 percent, followed by Completel with 7.4 percent. The regulator noted that France Telecom's market share for the SME market was even greater, at 80 percent. Arcep said it may launch a public consultation or market analysis, to make sure that OBS is not using its market position to provide retail rates lower than its wholesale rates. The regulator added that it did not want to propose regulation that would push market prices higher but that the current situation was especially negative for smaller players such as Hub Telecom, Neo Telecoms, Nerim or Keyyo.
