Summary grant process will speed up Section 333 exemption approvals for many commercial unmanned aircraft system operators. Section 333 is part of 2012 FAA reauthorization law that lets Secretary of Transportation determine if certain low-risk UAS operations can be authorized prior to finalizing small UAS proposed rule. Although FAA still reviews each Section 333 petition individually, agency can issue summary grant when it finds it has already granted previous exemption similar to new request.

FAA has proposed framework of regulations that would allow routine use of certain small unmanned aircraft systems in today's aviation system, while maintaining flexibility to accommodate future technological innovations. Proposal offers safety rules for UAS under 55 lb conducting non-recreational operations. Rule would limit flights to daylight and visual-line-of-sight operations. It also addresses height restrictions, operator certification, aircraft registration/marking, and operational limits.

According to AIA President and CEO Marion C. Blakey, FAA has taken an important step towards integration of UAS into civil airspace by issuing draft regulations for use of small unmanned aircraft systems. Issuance of these proposed regulations is a key element of government and industry efforts to foster safe operations in both civil and military applications of remotely piloted aircraft while further encouraging research and development of UAS technologies.
