After soaring by 8.8% earlier in the day, crude oil is higher by 7.72% to $48.71 per barrel this afternoon, and Brent crude is up by 7.13% to $53.62 per barrel, according to the CNBC.com index. Oil prices are getting a boost from the Organization of the Petroleum Exporting Countries ' statement today that it will open a dialogue with other producers to discuss oil's fall in prices.
