(Telecompaper) Belgium moved to the top spot in Netflix's ISP speed index in July, with an average speed of 4.16 Mbps for delivering the streaming video service. Belgium moved up from fourth place last month, passing Luxembourg (4.12 Mbps), Switzerland (4.08 Mbps) and the Netherlands (4.03 Mbps). The top ten countries were dominated by European nations, with New Zealand the only non-European country, in tenth place with a speed of 3.54 Mbps. Netflix measures ISP speeds in a total 28 countries.
