Two and a half years after the rupture of a PG&E gas line killed eight people and destroyed 38 homes in San Bruno, state legislators Wednesday blasted officials at the Public Utilities Commission for fostering a culture that downplays safety and is steeped in cozy relations with the utilities they are supposed to regulate.
