China outlines broadband targets

(Telecompaper) China's State Council issued a blueprint for broadband with targets for improving broadband quality and adoption. Under the plan, 40 percent of households will have access to fixed broadband and 25 percent of citizens will be able to access 3G or 4G mobile broadband services by the end of this year. Furthermore, uptake will be raised by 2015 with fixed broadband coverage to reach 50 percent of households nad mobile broadband coverage reaching 32.5 percent, the China Daily reports. The State Council's plan also calls for fibre to the home (FTTH) or fibre to the building (FTTB) rolled out in cities by 2015. Furthermore, urban household broadband speeds should reach 20 Mbps, with some getting faster services at 100 Mbps. Rural households will have access to speeds of at least 4 Mbps. The plan foresees a fixed broadband base of 270 million users and a mobile broadband user base of 850 million. In the period 2016 to 2020, the plan calls for China to catch up to developed countries in the level of broadband infrastructure while broadband speeds are targeted at 50 Mbps for urban households and 12 Mbps for rural households.
