The government has started to consider LTE services as a candidate for safety critical communications; specifically in group communication and proximity based services. This white paper describes the aspect of proximity based services involving the direct communication between two devices in LTE from a UE point of view. Network elements are described as far as they concern the UE. In addition to the message transmission and reception, a special emphasis is put on the synchronization between UEs and on the security for the message exchange.
