Low-cost carrier Allegiant Air is expected to announce Tuesday it will start flights at Cincinnati/Northern Kentucky International Airport - bringing another discount airline to the region and ending a growing controversy over Allegiant's interest in Lunken Airport, The Enquirer has learned.
