Environmental group sues over gas power plant decision

An environmental group is challenging a decision by utility regulators that opened the way for development of a natural gas-fired power plant on the coast near San Diego. The Sierra Club says in a lawsuit filed in state court on Monday that the decision by the California Public Utilities Commission closed the door to a requirement to consider clean energy sources.
