Dallas Business Journal: The Keystone XL Pipeline hit a delay again Friday as the federal government announced it needs more time to study the controversial project, according to a statement by the Department of State. TransCanada, the company that proposes to build the pipeline from Alberta to Kansas, had hoped that a final decision would be reached this spring so construction could start this summer and the pipeline would be operating by 2016.
