Frustrations mounting over Wastewater issue

The city has not been able to irrigate its wastewater lagoons since July, which is causing water levels to rise to dangerous levels, according to the Oregon Department of Environmental Quality. Typically, the city would relieve the ponds by irrigating on adjacent property, but a disagreement over an easement has stalled such relief.
