"Our country's mobile operating system research and development is too dependent on Android," the ministry said in a white paper. "While the Android system is open source, the core technology and technology roadmap is strictly controlled by Google." The ministry further claims that Google has discriminated against some Chinese companies that are developing operating systems by being slow to share code. The company is also accused of using commercial agreements to stifle the development of mobile devices by these companies. The paper also says that China has the ability to create its own mobile operating system. The ministry did not recommend any specific policies or regulatory measures.
