Arthur Imperatore figured that even in the worst case scenario outlined by forecasters, people would want to get to go back and forth to New York city on his company's ferry boats, especially given that the tunnels would be closed and the Path and New Jersey Transit trains would stop. He prepared New York Waterway to cope with a regular schedule, and had 35 employees spend the night on bunks, cot beds and on the floor at the Port Imperial terminal in Weehawken so there would be no problem getting to work.
