Staff are supported by local Country based offices We offer our staff a number of additional benefits and assistance For our activities in EUMETSAT, we are currently seeking to employ a QAPA person to support the OPS, TSS, PRD and ADM departments. OPS is responsible for running EUMETSATs operational satellite systems and ensuring the delivery of the organisations data services to its user community. In addition, OPS also manage all daytoday interactions with the users, and plans and provide training to national meteorological centres in Europe and Africa. TSS is responsible for providing all engineering, data product specification and project support expertise to OPS and to the Programme Preparation Development department PRD. TSS also provides process assurance support to all EUMETSAT departments via its PRS division, which is described in the next section. PRS comprises the following competences Process Assurance Project Planning and Control Configuration and Documentation Management Requirements Engineering and SAF Network Management Of the above services provided to other departments, and also to other divisions within TSS, Process Assurance is the one of relevance for this task. An additional PRS service of relevance is that of overseeing the management of EUMETSATs Anomaly Processing Tool, or APT. The two services are described further below. PRS delivers process assurance to all departments, defined as a set of quality policy objectives and responsibilities, addressing both management processes and products, that provide reasonable assurance that programmesprojects and routine activities will meet their assigned targets. APT All procurements and routine operations of satellite systems at EUMETSAT incorporate anomalyreporting and resolution processes. These processes are supported by the use of EUMETSATs inhouse browserbased software application called the Anomaly Processing Tool, or APT. There are more than 300 registered users of APT, a number of which are located outside of EUMETSAT, using the tool over the Internet. The APT Support role includes maintaining the user registrations, the access rights, the tools configuration and associated documentation, plus troubleshooting problems experienced by users and providing newcomers with training and guidance. Additionally, the APT Support role contributes to the planning of the maintenance and further development of APT, and interacts with the usergroup representatives for each of the divisions using APT. Deliverables The successful candidate will provide fulltime support together with the two members of PRS who are responsible for the provision of the Process Assurance support to the OPS and TSS Departments, one of whom is responsible, in addition, for overseeing APT related activities. You will assist these two PRS members in their activities, performing the tasks assigned by them. Typical tasks which will be assigned are The Process Assurance support role will consist of the following main tasks Assisting in the definition of processes and providing guidance in process definition and implementation to members of OPS and TSS Supporting assessments of OPS and TSS processes and recommending improvements Monitoring OPS and TSS anomaly management processes, supporting the organization of Anomaly Review Boards ARBs and providing statistics on Supporting OPS and TSS risk management processes and associated reviews The main tasks for the APT Support role Providing frontline user support, helping users with problems and questions Registering new users for APT and providing them with instruction in using the tool Coordinating the resolution of any problems that might be reported Contributing to the formulation of user requirements for enhancements Performing acceptance testing of new versions of the tool Qualifications and Requirements Applicants require a university degree or equivalent, with the knowledge, experience and skills specified in the following Mandatory The following attributes are essential for this position Good knowledge of the ISO 9001 standard Experience of working in an environment where an ISO 9001certified management system is used Knowledge of the management, engineering and quality assurance activities performed for a project, as typically defined in a formal project management methodology Experience of documenting work activities in the form of process definitions, procedures and working practices, plus good userviewpoint writing skills Experience of QA auditing process assessment Experience of working with a formal anomalymanagement process, using a multiuser computerbased tool for the recording and dispositioning of anomalies Experience of providing frontline support to users, defining userrequirements for software tools and conducting useracceptance testing Skilled in using Microsoft Office applications such as Word, Excel, Outlook and PowerPoint One or more of the following will be considered an advantage Knowledge of the ECSS standards Knowledge of ISO 31000 Risk Management Principles and Guidelines Possession of an auditing qualification Experience of working in an operations andor systemprocurement environment Application procedure Important All applicants must hold a current valid work permit for Germany or be EU nationals.
