Dec. 17, 2014 - HBJ energy reporter Jordan Blum attended Phillips 66's topping out ceremony for its new headquarters building in Houston's Westchase market. Deborah Adams, Phillips 66 senior vice president of projects and procurement, and Mike Wirkowski, general manager for Phillips 66 projects, stand in front of the last beam to go in place to their new headquarters scheduled for completion in 2016.
