The San Joaquin County Board of Supervisors on Tuesday unanimously approved a development with the railroad company that sets a time limit for land use approvals and infrastructure improvements on a 278-acre property located at 1000 Roth Road. Kerry Sullivan, the county's community development director, told supervisor Bob Elliott UPRR must pull some type of development permit by 2017 after he asked if the development agreement requires the agency to set a definite construction start date.
