Scripps-Tribune: Last year, a bill aimed at creating hydraulic fracturing requirements was well on its way to the state House floor -- sailing through all of its committee stops within the first month of the 2013 legislative session. A year later, the bills sponsor said the mood in Tallahassee has changed, making the likelihood of the proposal passing much less likely.
