By Stephen Witt Dirty stations, slow trains, garbled announcements - subway riders along the Central Brooklyn corridor of Fulton Street don't need a study to know that the C subway line can often be frustrating. But the MTA has now agreed to do a full-line review of the beleaguered local subway train that local activists hope can be a template for much-needed improvements.
