Description Task 1 Support to Galileo Early Services system security engineering and security operations preparation The GSA shall prepare for the European Commission the Galileo exploitation programme. As part of this programme, a key activity is the preparation and provision of the Galileo Early Services, due to start in October 2014. Following the completion of the service implementation in the first Quarter 2014, a service validation is planned to start in April 2014. The objective of this task is to support the preparation activities for the Galileo Early Service provision in the area of security engineering and security operations preparation. The following tasks shall be performed Maintaining the Galileo early services related security requirements, ensuring traceability and consistency from requirements at Service provision and System level Analysis, contributions and maintenance of the classified Statement of Compliance SOC to the Early Service requirements baseline Contribute to the elaboration of Galileo security enhancement technological roadmaps Support the liaising with the stakeholders which contribute to the security of the EGNSS Services in particular EC, Member States and ESA Definition and review of security related processes and operational interfaces between the operational entities EC, ESA, GSA and external entities Documentation of security related processes, procedures and interfaces in the Galileo Service Operations Manual or other documents Support the Galileo GNSS Exploitation Program Manager for any topics related to Galileo services implementation and validation Contribute to other tasks related to Early Service implementation and validation, as necessary. The result of this work package is a consolidation and maintenance of security baseline for the Galileo Early Services implementation and the establishment of the classified early service operations baseline for the start of service validation. Deliverables Updated Early Services Security Requirements baseline Contributions to Update of Early Services Statement of Compliance Preliminary input to Galileo Early Services Operations Manual and other related documents Security sections of Galileo Early Services Operations Manual and other related documents Review reports Task 2 Support to GSA security processes linked to Early Service security accreditation In order to achieve the accreditation to start the provision of Galileo Early Services in October 2014, risk analysis and the implementation of risk treatment plans have been initiated. The Statement of Compliance to the SSRS baseline will be established at several key accreditation milestones and shall be reviewed and followedup. The followup of the treatment plan implementation will be a further task. The aim of this task is to support the GSA in its role for the preparation of the relevant accreditation files for the Galileo early services. The following tasks shall be supported Support the monitoring and controlling the Galileo service provision security compliance to security requirements, implementation of security risks treatment plans, security accreditation plan implementation during the Early Service validation and provision phase Support the preparation and the submission of the Galileo Exploitation program inputs to the Security Accreditation Secretariat, Security Accreditation Panels and Security Accreditation Board, as appropriate Deliverables Detailed planning to meet the expected early services accreditation deadlines Review reports to Security Accreditation plan implementation Presentations to GSAP and SAB meetings WP Progress Report Profile Special requirements Security Clearance up to the level of Secret.
