The largest-ever free-trade agreement negotiated by the United States, the Trans-Pacific Partnership, is on a fast track to national approval, and it could mean bonanza and bust for Western states and their traditional industries. In the works since 2008, the TPP includes 12 countries whose economies encompass nearly 40 percent of global gross domestic product .
