Vodafone calls for regulated access to fibre backhaul

(Telecompaper) Vodafone has called for better regulation of access to fibre backhaul networks for mobile operators. The operator presented a report prepared by Analysys Mason on the issue to the European Commission, as part of the ongoing review of relevant markets for ex ante regulation in the EU. The review, almost complete, is expected to lead to fewer regulated markets. According to the report from Vodafone, the roll-out of 4G networks requires stronger backhaul over the fixed network. Fibre is better suited for this than microwave links. In many cases, the fibre backhaul is controlled by an incumbent fixed operator that is also active with its own mobile network. This puts other MNOs at a disadvantage, unless regulation provides for equal access terns. The report further covers developments in radio backhaul and analyses regulated access to leased lines in a number of European countries. In addition to the EC, the report was sent to Berec.
