Water collects on the ground as much of the Embarcadero is closed off due to flooding during stormy weather on Thursday. Most Bay Area residents could flip the lights on this morning, after PG&E said it had restored power to more than 400,000 California customers who were left in the dark when a massive storm slammed into the West Coast .

MassHousing and the Massachusetts Department of Housing and Community Development have announced $22 million in Affordable Housing Trust Fund loan closings for affordable housing in 16 communities. South Dakota regulators agreed Tuesday to limit the scope of information opponents could receive in a case about the Keystone XL oil pipeline from the company trying to build it, but not as strictly as TransCanada Corp. requested. The state Public Utilities Commission also decided Tuesday to hear final arguments in early May as part of its decision on whether to re-approve the portion of the Keystone XL pipeline that would run through South Dakota.
