Petroleo Brasileiro SA's internal investigation into its Pasadena, Texas refinery recommends penalties for a group of employees, said a member of the company's board of directors. Reports on the Abreu e Lima and Comperj refineries, where costs exceeded the state-run oil producer's original estimates, will be presented at a Dec. 12 board meeting, Sergio Quintella, a member of the board, told reporters in Rio de Janeiro today.

Renovations at a Sea Ridge Circle house have prompted Rancho Palos Verdes city officials to draft an ordinance that would penalize residential construction projects that take longer than four years to finish and generate written complaints. The Anderson family has been renovating the home since 2009, pulling 12 permits from the city thus far.

Vic Alboini, the former chief executive of investment dealer Northern Securities Inc., who is perhaps better known for his outspoken criticism of former tech darling BlackBerry Ltd., was ordered to pay reduced financial penalties and serve a less onerous suspension from the investment industry Friday after appealing earlier regulatory findings against him to the Ontario Securities Commission.
