Rancho Palos Verdes considers penalties for lagging residential construction projects

Renovations at a Sea Ridge Circle house have prompted Rancho Palos Verdes city officials to draft an ordinance that would penalize residential construction projects that take longer than four years to finish and generate written complaints. The Anderson family has been renovating the home since 2009, pulling 12 permits from the city thus far.
