Hill: Superstorm Sandy caused $23 billion in damage in New York state alone and delivered the highest water levels there on record, according to a new federal report. Cindy Lewellen, a 45-year old Portland resident who's well-known in the local riding scene , filed a lawsuit this week against two people that she believes are liable for a collision that caused her serious injuries back in November.
