Michigan can comply with the federal Clean Power Plan to reduce carbon emissions without changing anything until at least 2025, the Michigan Agency for Energy and Michigan Department of Environmental Quality announced Tuesday. The Environmental Protection Agency in August announced a plan to cut carbon emissions by 2030.
